This manual has been prepared with the aim of assisting Local Authorities to improve the writing of primary books of accounts leading to a uniform presentation of fi nal accounts. Further, it is meant to facilitate the prudent management of fi nances within the local authorities in accordance with relevant
legislation and regulations.
